DOS PALOS Y, Calif. — October 31, 2026. The financial problems disclosed this year by the nearby City of Dos Palos remain an important public-accountability issue for residents who depend on its streets and local services. In May 2026, city officials acknowledged that about $2.2 million in restricted Measure V transportation money had been used to cover other municipal costs.

The findings were first reported by The Merced FOCUS, based on a Measure V audit, public meeting records and interviews with Mayor Katy Reed. The money came from a countywide half-cent sales tax intended for transportation maintenance and improvements.

What went wrong?

According to the mayor’s account, outdated accounting practices and interfund borrowing allowed restricted transportation receipts to mix with accounts covering water, sewer and refuse services. That meant money expected to support future street projects was instead used for other costs, even as the city’s operating finances were under pressure.

The audit raised concerns about the way the Measure V money had been managed. The city’s acknowledgement of misallocated funds must be distinguished from allegations of criminal wrongdoing: the reports reviewed do not establish criminal findings against an individual official.

What has the city done?

After the disclosures, city leaders discussed tighter controls, including requiring council approval for transfers, limiting spending and developing a multi-year plan to restore restricted money. The May 2026 follow-up report described a proposed fiscal emergency approach and negotiations with the Merced County Association of Governments.

Some of those steps were proposed or under discussion at that time. This article does not claim that all reforms, a tax increase or a repayment schedule have since been finalized.

Why it matters to Dos Palos Y

Dos Palos Y is an unincorporated community, not a neighborhood inside the City of Dos Palos. That distinction matters: the $2.2 million issue concerns the city’s accounts and cannot automatically be attributed to the unincorporated community’s finances.

However, families traveling into the city for school, shopping, health care or work still have a practical interest in whether promised road improvements move forward and whether future utility costs are affected.

Questions that still need answers

Public records and officials should clarify the remaining Measure V repayment balance as of October 2026, whether transportation allocations are being withheld, which projects have been delayed and whether any rate adjustment has actually been approved. We have not independently verified a current repayment balance and will not represent the May estimate as an audited October figure.
